!register - Error: You do not have sufficient access to use !register

Players are getting the the following error when using !register on my BFBC2 server with B3:

"You do not have sufficient access to use !register"

I have reset both the game server and B3 server which has corrected this in the past. However it is still an issue. Can you help with this?
