Is there some documentation on what this server package does... kind of a summation?  I am running a BFBC2 SQDM server and would like to find a more powerful tool to detect hackers and cheaters. I also would like to do some kit limiting on our Rush server. Nothing like having 8 snipers of 12 players on the attacking team to get you upset if you know what I mean. Any help would be appreciated.

B3 is not a tool to detect cheaters. You can take a look at command list -> http://wiki.bigbrotherbot.net/doku.php/usage:commands
It'll give you an idea about what B3 does. Also note that you can extend the capabilities of B3 with 3rd party plugins for your specific needs. They are here.

As far as I know there's not a weapon limiter plugin for BFBC2 but there is a weapon restrict plugin here.

The weapon limiter plugin seems to be what my friend is looking for.
How do you develop plugins? Would it be possible to write a script that sends a players name and other information to you so you can cross check it with PBBans and a couple of other locations quickly. Wolfcon says that they have a cheat detection set up but it doesn't look that good, if I could view stats like #of head shots from a given player or how fast he kills and the arc of the kills (is he spinning around alot from kill to kill) I might be able to read into it to figure out if someone is hacking. Could this be developed in a pluggin?
Does BigBrotherBot have a gui? My current program BC2 Guardian has an event logger. This is good but it would be nice to be able to filter the logged items to show just kills, or kills and spawns. This would help me to quickly identify what is going by filtering out my spam messages and other non-essential items.
I know that you are not focused on cheat detection but there really is a void out there and it is annoying to have a server chugging along and suddenly empty out because there is a hacker tearing up the place with his aimbot.

B3 is a in-game admin tool. It its meant to control your server primarily, but can be extended. Technically you can track the  amount of head shots by using xlrstats. There is no real gui for it, as it is meant to be used in game.
There its eschlon I guess.
