Console.log not being able to be downloaded

I am trying to setup an environment at home where I can test a control panel I am making with b3 bot.

My setup:

Windows computer internal ip: 192.168.1.4 hosting cs:go
vmware ubuntu setup running b3 bot internal ip: 192.168.1.7

I have launched cs:go with the following startup line:

E:\server\cs_go>srcds -game csgo -console -condebug -usercon +game_type 0 +game_
mode 0 +mapgroup mg_bomb +map de_dust

I have enabled b3 bot with the following config: http://pastebin.com/EGQiFqkh

I have setup filezilla ftp server on my windows computer pointing directly to the cs_go folder.

Having logged in with filezilla client i can confirm the directory is correct.

Now is where the problem comes.

b3bot or any ftp is unable to access the console.log file whilst the server is running.

this is the error from filezilla:

Response:   227 Entering Passive Mode (127,0,0,1,210,54)
Command:   RETR console.log
Response:   550 Can't find file "console.log".
Error:   Critical file transfer error

I am not sure if this is an error on my setup or if someone could shed some light on the situation.

That is correct, I can connect to the ftp but the console.log file is unable to be viewed whilst the gameserver is running. As soon as i close the gameserver the log file is easily viewed.

I think its a setup my end, maybe something to do with my command line for the server im not sure, ill keep playing.

I think its a problem with the windows server, i created a server on a linux vps and it worked fine.

Or maybe its my computer I don't know.

Make sure that your filezilla server is set to allow opening of already open files (Can't remember what the exact option is, but a serach in the filezilla help section should find it)

Ahhh I'm blind! Just saw the error said "File transfer error".
You seem to have a problem with FileZila permissions. When accessing the Filezilla server user interface:
1) go to Edit > Users. 
2) choose "Shared Folders" from the list on the left
3) highlight the cs_go folder on the center
4) to the right of that make sure to set the permissions accordingly.
