I think that the default plugins should be that ones that every admin would want to use.
That is, the most popular third party ones (more than 5 servers running them).

I removed all plugins that seem to be seriously biased towards one game or another (for example, no CoD (any game) servers run banlist, even though 63% of UrT servers do, and no UrT servers run antinoob. I have left in superadmin, even though 10/11 servers are cod4, it's still a useful plugin across all games. Banlist is useful only when the banlists cannot be automatically updated, and all major cod4 banlists update through pbucon, and antinoob is essentially the same as the weapon control plugin).
Should the login plugin be removed? I'd say definitely, since it is only meant for CoD2 which doesn't have unique ids, and even then only 2 cod2 servers run it. Because it's not used for its main function by 98% of servers (at time of writing) it seems to have only minor functionality.
I then filtered out all plugins which were not listed in the releases section:

I would strongly recommend including xlrstats, ctime and chatlogger in the default installation, and maybe modifying pingkicker to merge it into pingwatch.
Same with statusftp and status, if statusftp could be integrated as an option into status, that would definitely be something that should go into the default b3.
