B3 is firstly limited by the rate at which rcon queries can be made to the gameserver.
It is more a gameserver limitation.

Has anyone noticed if the b3 bot increases the amount of cpu and ram usage on the server??

each instance of the bot takes around 10MB of RAM (including plugins) and very little CPU

I got a dual P3 1Ghz / 2GB ram. Running URT with a b3 and two other remote b3's to gameserver.com boxes. load average is always 0.00 and like Courgette  said about 10MB per bot, but since the servers are low traffic the two extra bots probably add up to 10MB together
