Hey,

My clients recently noticed, that warning for spamming commands is not working, as it probably should. For example, when two or more people want to check !nextmap, and they do it in a very short period of time, they get warnings for spamming commands.
As I imagine, this warning should be given to a person, who runs the same command many times.

The log is necessary for this?

A log would help show the issue....
Otherwise a dev has to try to replicate this, which is not so easy.

IMO logs show nothing http://pastebin.com/xCG5YD8U, Two people typed !nextmap in a short period of time, and the bot replied to the second person "do not spam commands", but I can see no useful debug info in the log.

I've modified in plugin_admin.py the time delay between calling !nextmap to 5 seconds, it works, but maybe devs would have a better idea for this:)
