b3 rules configuration

i've recently got a new b3 server (first one for me to configurate)
and i bumped into some minor problems:

when i spam the rules (or someone request them) b3 only shows the 19 first rules (outof 32)
i know that it sould be possible to spam them all at once (all the 32rules) as we had a b3 before

we also had custom commands like !tr, !svr, !sr, !mp and !setmp
but as te person who was responsible for the old b3 host quited playing we don't know how to add these features back into it

we also had diferent shorts to spam the same rule (!s <short or rule#>)
eg:
rule10: pls apologise for teamkills
then was
apol, apo,tk,apologize all shorst for that same rule

!tr was a requets for our tactical rules
!svr request for the server rules
!sr <name> <rule> was a personal spam of the ruls (so only the person who is named got the rule spammed
!mp was an output of who was in charge of bans/warning.... at the moment of request
!setmp was to alternate the mp

i know some basick php,c++,vb.net
and have a medium knolidge about css and html
