!teams is only available in poweradminurt, so the UrT version of poweradmin. CoD series already have a built in balancing function in the game itself.

For CoD, masteradmin just does ingame rcon commands like killcam etc.

Poweradmin for cod requires a mod, but you get these commands (the first four work without the mod)

!pamapresart - Restart current map
!paset <cvar> - Set a server cvar
!paget <cvar> - Read a cvar from the server
!paexec <configfile.cfg> - Execute a server configfile
!paswitch <name> [<reason>]- switch a player to the other team
!paswitchall - switch all players

Finally there are 2 by default disabled commands, these commands are very powerfull
and need manual leveling in the plugin configfile

!paretaliate - Make it impossible for a player to play untill he performs a manual
                disconnect and game-restart!

So Poweradmin is a plug-in for B3 or a MP mod add-on.  For example: does the Brothers mod come with poweradmind built in the mod?

poweradmin is a plugin for b3 and an mp mod. Check out the xlr forum, for cod4 it can usually just be dumped in the same folder as the mod.
