Is it possible to modify clan members groups and levels outside Cod4?

I know you can use the !putgroup etc in game, but sometimes this would be more convenient when not in game. Is this possible?

Echelon is a website project you can install and which allows you to do different administrative tasks 'out of the game' for B3.
