I have just edited some xml files. I understand the Bot needs to be restarted for the changes to come into effect  !restart.

Will the command !reconfig have the same effect?

In theroy, yes. However my experience is some xml still need a full reboot, such as changes to the b3.xml (adding new plugins).

However if you are just changing the rules in plugin_admin.xml, then !reconfig will do the trick.
