See if you can connect to your database using navicat lite.

You would need to visit the wamp or phpmyadmin sites to sort out your phpmyadmin problem.

Did you create the tables for the B3 database? Does the user you specified in b3.xml have access to your database? Also, your game server is blocking the remote connection based on the username/password/IP of your game server.
