Make sure you have quotes around the strings in inc_config.php, as in, you may have deleted them when you put in your details.

$hostname_wwwvalidate = "localhost";
$database_wwwvalidate = "echelon";
$username_wwwvalidate = "echelon";
$password_wwwvalidate = "echelonb3";

Can you post lines 1 thru 9 of inc_config.php? (leaves out the password line.)
