Adding commands would be a custom plugin and probably need a mod on the server as well.
The console name (or b3 name) is stored in the b3.xml under bot prefix.
Teamkill is built in by default.
The only thing you need to edit b3 is notepad++ and access to the b3 files.

Some of the commands you mentioned (allowgoto, goto, save, load) are products of editing the Urban Terror server code. They cannot be created using b3.
