Hey i have many probleme for start b3 in my VPS

Try with 127.0.0.1 as the rcon IP and see if that works

Try renaming your mod folder name. Remove the spaces the the color codes. In the past I've resolved B3 problems when they were in a folder name with spaces in them simply by changing the folder name.

If that doesn't work, then you have the wrong rcon password. Make sure the rcon password in the mod folder's server.cfg is the same as the one in your b3.xml.
