rcon doesn't work with rcon ip 127.0.0.1

hi there,
i've just recently rented a vps and installed a cod4 linux dedicated server.
i've also installed b3 and i have just one problem.
rcon isn't working if the rcon ip is set to 127.0.0.1.
if i set the rcon ip to the public server ip everything works fine.
i've also tried disabling the firewall (iptables) but it didn't help either.
what could be wrong?

os: debian lenny x64
cod4 version: v1.7
b3 version: v1.4.1

So, why not set the ip to the public ip if it works like that?

i just don't get why it isn't working.

Because the game server does not listen onto 127.0.0.1 it binds to the physical ip address that you tell it to in the startup command, or it picks the public IP address.
