how can I connect to my friends database remotely like this {mysql://b3:123@141.136.73.143/b3} ?
(141.136.73.143) is his external address

For sure, the database has to be set to accept incoming connections, the firewall shouldn't block the connection, and ports should be forwarded (if your friend has a router between his computer and the internet).
