I run MW2 servers, but this would probably work with all the games that B3 supports.

Reserved slots system. When the server has 1 slot left, it starts checking each person entering the server. If they are an admin, B3 kicks a player from the server to keep the last slot open for other admins. If the new player that connected is NOT an admin, it kicks that player to keep the last slot open.

Of course, what level the connecting player should be in order not to be kicked should be configurable, as should the number of slots that are kept open.

This differs from MW2's built-in slot system, which takes X number of slots and makes them available only to admins, so if you have an 18 slot server with 2 reserved slots, it shows up as 16 slots, and the extra two slots are kept open for admins.

is the aiwnet made plugin for the RESERVED SLOTS still not working?
i have tested it some time ago... but without success...

but i dont know if it works right now...
maybe ask @ aiwnet again for this stuff?

It looks like Courgette's makeroom plugin already does something similar... perhaps needs a little automation?
