Is the regexp system PERL based ?
Is there an expression validation application i could use online to test my expressions ?

The regexp are interpreted by python. As such the python doc for regexp applies : http://docs.python.org/library/re.html

My favorite tool for working with python regexp is Kodos : http://kodos.sourceforge.net/

Note that in the Censor plugin, all regexp are interpreted with the case-insensitive flag ON
