do i have to install another plugin to detect and kick cheaters / hackers or whatever they'r called ?

No. They look at stuff like the amount of headshots, show you who has been flagged by another admin, guid, etc.

for UrT, you will find that the banlist plugin set up for the powerban and UAA banlists is quite effective at keeping known cheaters away from your server

i dont have a static ip , so server ip keeps changing and so does everyones guid, would banlist work ?

due to that i dont have xlrstats /echelon (is it the same?)

the plugins banlist and haxbusterurt are still useful even with a server on a dynamic ip.

xlrstats is not echelon.

alrighty , how does haxbusterurt check the guid correctness work?
because for my server the guid keeps changing right ?

It is detailed in this plugin readme file. It will work even if your server change its ip. But be advised this plugin only catches a small percentage of cheaters
