I saw this mentioned in the "Echelon web investigation tool" thread, but it was quite old, so rather than hijacking that, i thought i would start another.

I have b3 on a debian server running on GMT, and CET (french) time set up in the config files, but echelon is 7 hours behind GMT and 8 behind CET. "Web server related" was mentioned, but i have searched my /etc/apache2 for the word "time" to little avail..

Any ideas?

What you want to do is change the timezone in the php settings. There is mnay settings you could change so that everything is synced. Heres the php manual for time to see most of the way of doing it.

 I suggest you change the server to run in localtime and your Echelon to run in whatever local time for the server is.
