Database User 'iig'@'%'

They are 2 different servers...
But cannot connect

By default Mysql will usually only allow connection from localhost, so you most likely need to specifically allow a remote connection from the relevant external IP.

Indeed the problem is in your my.cnf configuration file (MySQL configuration file). Find and uncomment the line bind-address 0.0.0.0 (or add it in case it's missing), then reboot the MySQL server.
