I tested it on the same platform you have and it works perfectly. No need to install any 3rd party library: I installed the OS, downloaded B3 and launched and it works as expected:

Do you have another platform where to try it out? So we can see if the problem is bounded to that Windows server or is more general. Saldy, if I can't replicate the issue I don't know what to fix (if there is an error).
As you can see, this line says that your B3 errored:

150626 04:40:48    ERROR    'process [TDM] errored (0)'

But the exit code is 0 which usually means OK exit status so that line at the same time says that there is an error, but there is not

is there any way to use the daily builds on windows without the new b3 manager / just the console like it used to be? i ask because i use a webapp to manage b3 instances per game server, and i dont think that would work with the manager.

Is this webapp available for download? Windows is a "strange" operating system: you can run the console app in Linux and OSX but on windows seems that the command prompt cannot handle this situation. We can distribute a console version for windows though.

Since the problem of using the console mode only relies on the windows command prompt, if this webapp is capable of launching processes and redirect output somewhere, the modification to be done is quite simple: just append the --console flag to the start command

this is what i use, it has a free version here.

i dont believe it can redirect output (though honestly im not entirely sure what you mean by that)

would cygwin be sufficient to run linux builds?

I don't know this program to be honest, but if you are able to specify command line parameters for each B3 instance (such as --config, --restart etc) try to put there also the --console argument. If instead the software manages the parameters internally, a minor modification to the software is needed.
